These best practices are documented so that anyone following them can provide a consistent experience with whatever product or service they provide. Just think about what was created by Colonel Sanders of Kentucky Fried Chicken fame. Even if you don't like the food, you are guaranteed to be given the same (or at least very similar) experience in any of his restaurants throughout the world.
Web Standards is an evolving 'best-practice' system used worldwide by web developers to provide consistency to the behind-the-scenes structure of a web page.

Javascript is a programming language that has been around for a long time, but has come to play a big role in many of the newer generation of websites. Used wisely it can enhance the user experience. Our own gallery module uses some javascript code.
Our initial starting point with any website is to create a fully functioning site without the 'bells and whistles' that javascript provides. We can then add javascript code if it's felt necessary to enhance the browsing experience. If your client's browser does not have javascript enabled, the website will 'gracefully degrade'. The content will still be fully accessible – no fancy navigation menus that disappear when it is disabled.
